US citizens living overseas are eligible to vote by absentee ballot in Federal Elections. The absentee voter must be registered to vote with their local state election
authorities. The voter should request a ballot at least 60 days before the scheduled election date.
Be aware that registration dates differ from state to state. Further information is available from the Voting Assistance Officer at the U.S. Embassy/Consulate in Berne. The office of the Voting Assistance Officer is open to calls Monday to Friday from 14:00 to 17:00.
The FVAP and OVFThe Federal Voting Assistance Program (FVAP) has complete information and online registration and absentee ballot request forms for the Federal Post Card Application (OFPCA). They provide a toll free number for citizens outside of the US to call for information.
The Overseas Vote Foundation (a nonpartisan, nonprofit organization) website for U.S. voters residing abroad provides an online tool to generate a voter registration/ballot request form - customized to meet individual state regulations-, state-specific election information such as deadlines and delivery options, contact information for all state and local election officials, links to nonpartisan candidate information, a 24-hour help desk, and an online tool to generate an emergency ballot (FWAB).
