Telecom companies operate in Azerbaijan under the umbrella of AzTelekom and Baku Telephone Communications PA (BTCPA).

AzTelekom covers Azerbaijan and the Nakhchivan Autonomous Republic, while BTCPA covers Baku and its administrative districts. They both provide the following services:

  • Long distance and international calls
  • Network of local communication departments
  • CDMA wireless communication service
  • IPTV and IP telephony
  • Leased and broadband Internet connection

Getting connected to a landline telephone

Each district in Baku has its own telecom department. The home owner signs an agreement with their local department to supply telephone and Internet lines. Tenants in a property that has no connections should ask the owner for their assistance.

It is the responsibility of the house owner to get telephone services connected. Tenants who want to install landline and Internet connections themselves must go to their local telecom department with the following documents:

  • Passport
  • Landlord's house ownership document

If the tenant wishes to install a telephone connection in their own name they must either go to the telecommunications department with the house owner, or take along the landlord's written and notarised permission and the house ownership document.

Foreigners who own their property must take the following documents:

  • Passport
  • House ownership document

In addition, an application form must be completed and an agreement signed.
