Exchanging a Foreign Driving Licence

A foreign driving licence is valid in Azerbaijan for one year. The licence must be translated into Azerbaijani and the translation notarised. The licence and the notarised translation must always be carried together.

After one year, an application for a new driving licence must be made at the State Traffic Department. The application form is also available online (in Azerbaijani).

A driving licence issued in Azerbaijan is valid for the same length of time as the residence permit (usually one year).

Applications for a new driving licence or to exchange a driving licence can also be done done electronically via the portal of the Registration-Examination section of the State Traffic Police Department, which is part of the Ministry of Internal Affairs. Payment of the driving licence fee can be made at banks and post offices.

The following documents are needed to get an Azerbaijani driving licence:

  • Foreign driving licence - translated into Azerbaijani and notarised
  • Passport - translated into Azerbaijani and notarised
  • Medical certificate
  • Receipt of payment for the driving licence fee

The applicant must take theory and driving tests at an office of the State Traffic Police Department. The tests are based on common traffic rules. Foreigners are also required to undergo a medical check-up. The State Traffic Police Department can provide details of where this medical check can be carried out.

There are exceptions for personnel of diplomatic missions, embassies, international organisations and accredited press agencies. Their driving licence can be exchanged through the Ministry of Foreign Affairs without a medical check-up or driving exams.
