Mandatory Health Insurance

Understand the health insurance regime in Bulgaria...

The National Health Insurance Fund (?????????? ??????????????????? ????) with its regional health insurance funds administers and spends the resources collected from mandatory health insurance contributions. Individuals who contribute to the National Health Insurance Fund receive a National Health Insurance card (??????????? ??????? ?????) that must be presented to the doctor or dentist at each visit.

Individuals with mandatory health insurance cover are entitled to emergency care throughout Bulgaria and to choose a doctor and a dentist who has concluded a contract with the regional health insurance fund. The GP can be changed once every six months if the insured is not satisfied or for any other reason. The National Health Insurance Card (??????????? ??????? ?????) should be presented at each visit to the doctor.

For each visit to a dentist's or doctor’s office the insured must pay one percent of the national minimum (monthly) salary. For each day of hospital treatment, the insured pays two percent of the national minimum (monthly) salary, for a maximum of ten days per year.

EU/EEA and Swiss citizens who have just arrived in Bulgaria and are not in employment should register with the health service at their local Revenue Agency. The following documents will be required:

  • Copy of passport
  • Copy of residency card

It is necessary to pay 15 months contributions in arrears. Alternatively, obtain the relevant S-Form, proving that health insurance has been paid in the home country. If it is still necessary to pay 15 months in arrears, this sum will be reimbursed once the paperwork has gone through and the health insurance number has been attributed.

As Bulgaria is a member state of the European Union, social security schemes are generally transferable between countries and benefits can be received by EU/EEA and Swiss citizens on the basis of foreign insurance.

Some foreign social insurance will be accepted by Bulgarian institutions for non-EU/EEA and Swiss citizens if the person's country has signed international treaties in the field of social security with the Republic of Bulgaria.
