Getting Connected to Landlines in Dubai
Find out how to get your new home connected to the landline telephone service in Dubai...
The major telecom and Internet provider in Dubai is Etisalat, Emirates Telecommunications Corporation. Etisalat is 60 percent government-owned and 40 percent Emirati citizen owned. Originally, Etisalat had the monopoly for telecommunication facilities, but another provider, Du, which is government owned, provides landline, mobile and Internet connections.

Landline calls are free within Dubai: however, there is a charge when calling Jebel Ali. Off peak rates apply between 14:00-16:00 and between 19:00-07:00 from Saturday to Wednesday, from 14:00 on Thursdays until 07:00 on Saturdays. Off peak rates apply all day on public holidays.

To get a fixed phone line, the subscriber must be resident in Dubai. It is not possible to get a connection online. To set up a telephone connection visit the nearest Etisalat business center.

- Valid visa and copy of passport
- Tenancy agreement or a copy of proof of ownership
- Residence permit
- No Objection letter from the applicant's sponsor: in English or Arabic
- Telephone number of a working telephone near the premises

After filing the application, a person receives an appointment for an Etisalat technician to visit and install connection within three working days.
Note: If it is not possible to supply a telephone number a Surveyor Number must be obtained. This is the Etialsat identification of the property or building. This requires that a person goes to the Etisalat office in the area of the new premises, with the tenancy agreement or proof of ownership and copies of the passport and residence permit. The person fills in the required form and takes it to the surveyor counter with the tenancy agreement /proof of ownership showing the land plot number on it.
Payment of bills
Bills are sent out monthly and must be paid within 14 days or by the second day of the following month, whichever is later.
They can be paid by telephone (call 101), in any Etialsat Office, at payment machines (in Etisalat offices and shopping malls), by cheque in a cheque Deposit Box, online or at some banks.
If the bill is not paid within ten days of receipt, the phone will be disconnected in two stages. At first the person can only receive incoming calls: if after five days the bill is still not paid, the line will be cut off altogether. After three months the number will be cancelled.
To have the line reconnected, the subscriber has to go to one of the Etisalat offices and pay any outstanding fees and penalties. The line will be reconnected within 24 hours.

Payment of bills
Bills can be paid by direct debit from a credit/debit card every month, by cheque at some banks, at any of the sales offices, in a Du drop- box or by post.

If the bill has not been paid by the due date, the account will be suspended. To get the line reconnected go to one of the Du sales office, pay the outstanding telephone bill plus the reconnection fee. The line will be reconnected within 24 hours.
