Healthcare Eligibility and Registration
Information about registering with the Gibraltar healthcare system, who is eligible to register, and how to register if you are a frontier worker…
In order to benefit from the healthcare system in Gibraltar, residents must provide proof of identity and prove that their social security contributions have been paid and are up-to-date.
A letter confirming this can be obtained from the Contributions Unit on College Lane. Alternatively, provide the GHA with a tax code so that they can confirm that payments are up-to-date. Residents of Gibraltar must also be registered with the Civilian Registration Status Office. Residents of Spain working in Gibraltar (frontier workers) also need to provide their work contract.

Those working in Gibraltar but living in Spain are entitled to healthcare on both sides of the border and can register for health care cover with the S1 form. This applies to pensioners retiring abroad, as well as families of a person working abroad.
The S1 form is available from the current health coverage provider. For those working in Gibraltar, the form should be obtained from the Tax Office, Contributions Unit. This entitles the dependents of the person working in Gibraltar to register for healthcare in Spain.
To benefit from the Spanish National Healthcare system and medical assistance, dependents of frontier workers living in Spain must enrol with the General Social Security Fund (Dirección General de la Tesorería General de la Seguridad Social - TGSS). This provides access to free or low cost healthcare. Provincial social security offices are located throughout the country.
The European Commission has published a detailed pamphlet on Social Security Rights in Spain (PDF). Chapter two contains information regarding healthcare.
