Special needs education is organised by each prefecture. Depending on the needs of the child it is provided both in special classes within mainstream elementary and junior high schools and within regular classes. In more extreme cases, specialist "Schools for Special Needs Education" are available.

Until recently these specialist schools had been established according to particular needs: for example, schools for the visually impaired, hearing impaired, mentally disabled and physically disabled. Since the amendment of the School Education Law in 2007, however, schools can accept several types of disabilities allowing them to accommodate children with multiple disabilities.

Schools for Special Needs Education are provided from kindergarten to the end of high school. Support is also given so that children can become independent adults.
