Panama has made some attempt to define disability to meet World Health Organization guidelines. In general, the country remains slow to respond to equal opportunities for people with disabilities.

However, there are educational programs available in Panama for children with special educational needs.

The Instituto Panameño de Habilitación Especial (IPHE) can provide assistance to parents of young children and students with special educational needs, and help in finding them an appropriate educational structure.

Private Schools

Panama has one private, fee-paying school catering for children with Down’s syndrome, cerebral palsy and autism. The school has class sizes of up to 15 students and offers the option to board. In order to enroll a child, a birth certificate, a health certificate from a doctor, and certificates from any other school(s) attended are required. The school also offers dance and football classes and is equipped with a swimming pool.
