The great majority of toddlers (90 percent of 0-3-year-olds) are cared for by their families or in informal care arrangements, rather than the regulated services described in these pages. Although the Portuguese State technically offers free Infant and Pre-School care, many public facilities have come under strong criticism by consumer rights groups in recent years due to overcrowding, inadequate safety provision, long waiting lists and the emergence of fees.

This has led to many parents enrolling their children in private institutions. In large cities such as Lisbon and Porto this can cost up to €300 per month, and over €150 elsewhere.
