Could foreigner have an Indonesian driving license? How to get it if the answer is yes?

Yes you can actually, what you need to provide are:

1. KIMS (Kartu Ijin Menetap Sementara) / (Temporary Residency Permit Card)

2. STMD (Surat Tanda Melapor Diri) / (Certificate of Self Report)

3. Passport/ Visa

4. Certificate of Residence

5. Doctor Certificate stated about your health.

You can submit those requisites to Satpas SIM Jalan Daan mogot KM 11, Jakarta Barat.

I think so, especially if you don't have driving license before. In some case you'll need to have written test too.
