It is quite simple actually. The more sites that link to you the better it is. See http://searchengineland.com/070125-230048.php and http://news.bbc.co.uk/2/hi/americas/3298443.stm to see how this was exploited by some hackers.

Getting to the top is not simple. If it were, then how can everyone NOT be at the top? Adding sites that link to you can be seen as a fraud by Google and they can punish you by bad ratings, if those links are not "quality" links that have some relevence.

In the end, just make the best site with the most relevence, use text that can be indexed, beware of flash than cannot be indexed.
