Are expats allowed to buy a car in Singapore? They say it's expensive to buy a car here? What is the cost of a typical compact car? How do we go about it? Thanks.

Now is a good time to buy a small compact car because the COE is going down. You can even wait for two more weeks for a significant drop.

Have a look at the list of dealers that Anne-B posted with the link, that is where you can purchase 2nd hand cars but careful with local car mart dealers in town.

COE is a certificate that you need to purchase when you buy brand new cars and the lifespan is 10 years. when you buy a pre-owned car, you do not have to pay for it as it is already included in the purchase price. For example, if you buy a 2007 model, the COE is left with 5 years because it is a 5 year old car (10 years of COE in total). When you stay here and use it for 2-3 years, you either sell it back to the market (depending on the market condition) or you de-register the car away and get back the remaining COE value and OMV (open market value) from the authority. OMW is the original market value of the car before it is bought in to Singapore (before all the taxes, freight and insurance cost).

The Certificate of Entitlement (COE), instituted by the government of Singapore since May 1990, is a program designed to limit car ownership and hence the number of vehicles on the country's roads. This system in effect requires residents of Singapore to bid for the right to buy a motor vehicle, with the number of certificates deliberately restricted.

The COE allows holders to own a car for a period of 10 years, after which they must scrap or export their car with financial incentives or bid for another COE at the prevailing rate if they wish to continue using their car for a further 5 or 10 years.
